Why not pay mothers to stay home to look after kids till they're 4 yrs old. Help "mothers" teach children skills such as pre reading & counting. This would reduce unemployment. If the father wants to do the mothering then the wife can work. A super scheme needed for home parent.

When students don’t click with reading I ALWAYS put comics in their hands. Paper comics. Tangible. Readable. Fun. And whether they’re heroes, Archie, Casper, or old or new, they are always educational: Comics teach the love of reading, art, and story.
I don't think kids should EVER be discouraged from reading comics. I went through a few years when I read nothing else, and my mum worried that they would rot my brain. But they taught me visual as well as verbal literacy. I still love them & I wouldn't be a writer without them.

Community reading (for fun) campaigns - one community at a time. Until reading becomes a culture, where young and old are excited to listen to stories - it will be difficult to achieve the goals of a literate population in SA.
