The “whole system” is not there to “meet the needs of SPS” or, indeed, any agency. I agree the system requires redesign and increased resources but it should be designed to meet the needs of the people affected by it across that whole system.
There are a number of recommendations arising from the review, but the key point is that the whole system is currently not meeting the needs of the Scottish Prison Service and is therefore in urgent need of re-evaluation and further investment.
