This is the same Barry Jones whose execution SCOTUS greenlighted in Shinn v. Ramirez & Jones, refusing to allow to the federal courts to consider evidence of his trial and post-conviction counsel's ineffectiveness for failing to investigate and present evidence of his innocence.

In Barry Scheck's book, Actual Innocence, he notes that in 40% of DNA exonerations, a previous appellate court had explicitly used the word "overwhelming" to describe the evidence against the accused. We are too easily overwhelmed to be entrusted with the power to kill people.
Underrated part of this story: Ohio, Florida, & Oklahoma have similar (initially anti-ACA) provisions in their state constitutions as this Wyoming clause that was just used to strike down an abortion ban. There's already a lawsuit similar to WY's in OH but not yet in FL & OK.
