Replay was NOT permitted to overturn the OOB to an incomplete. This is OOB, dead-ball, and the only action that can be post-dead-ball in replay is a fumble recovery. This is a HUGE failure by replay to understand reviewable/not reviewable. Applicable ruling from the Casebook:

Entered the NFL officiating program in the same class as Walt and not a more professional and honest individual on the staff. Had a great 30 year career and proud to know him and be a good friend of his. Congrats Walt on a great 30 years!
