Every single defence review, we get a collection of service centric views, leaks, and articles, all designed to skew the allocation of budget. Am not 100% sure how effective they are, but they do generate a lot of heat, and I think, pretty corrosive.
The increase of defence spending from 2.3% to 2.5% of GDP will mean an additional 7 billion for defence every year. The NHS spends 7 billion every two weeks.
