A report on the American company's work at Kusile found that the power station had major defects, including eroding boilers and faulty coal mills. However, Black & Veatch said they were "proud" of the work they did at Kusile.
Internal Eskom correspondence from 2013 shows that the parastatal was paying twice for construction supervision and management at Kusile. This happened because Eskom paid R1.5 billion to French company Bureau Veritas to do work that B&V was already being paid for.
Eskom said the contract was extended by four years because B&V did poor work on the station and needed to repair the damage. Also, B&V hires consultants from the US, China, India and Thailand, but only the ones from the US are paid per hour, for some unknown reason.
1. Black & Veatch charges Eskom hourly rates for each of its employees. 2. The "open-ended" clause of the contract means it does not specify a maximum value, which is why it has exploded by 13 000% over the years. This goes against Treasury's PFMA guidelines.
In 2018, the same year Oberholzer returned to Eskom, Black & Veatch's contract was extended to 2022 at an additional cost of R1 billion. Here are some details of how this contract is structured:
The 2008 contract that Oberholzer signed as general manager for capital projects was not new, it was an update to a 2005 deal which was worth R114 million. By 2020, the original contract had ballooned to over R13 billion.
