Actually the main cause of this is a failure of transport strategy, putting a road building company in charge of looking at the best (multi-modal) ways of crossing the river in that area. And National Highways incompetence but they never talk about that, only planning!
The Lower Thames Crossing has spent many years in planning, with a decision recently delayed again until 2025. The planning process has cost almost £300m, more than it cost the Norwegians to actually build the world’s longest underwater tunnel.

Not a helpful comparison. National Highways had to submit £10bn Lower Thames Crossing planning application twice due to incompetance. LTC is 23km of Smart Motorway standard road with 2 tunnels under Thames, not single carriageway single tunnel through rock in unpopulated Norway
