In practice, good managers help advance your career, connect you with opportunities, and guide your business decisions- they just need to be careful about how they do it to comply with California law. That's why agents are sometimes brought in when it comes to making deals.
If your manager performs "agency" work without a license, your management agreement could be unenforceable under California law. This protects artists from unlicensed representatives—but it also then raises questions about what managers can actually do.
The TAA says that only licensed talent agents can "procure employment" in California. "Procuring employment" means booking gigs, pitching you to labels, negotiating deals, etc. The confusing part is that the line between management and agency work can sometimes overlap.
