It's even worse than that. OCC raced to install the congestion charge because they had contractual liabilities to the bus companies. OCC previously raced to approve the traffic filters before the price of the electric buses went up. The public are bystanders in all this.

Lambeth and Wandsworth are two neighbouring South London boroughs. Wandsworth has put in no recent LTNs. Lambeth has gone big on them. But it is Wandsworth that is performing better on just about every traffic metric.

Oxford's congestion charge is predicted to significantly reduce the amount of traffic in the city centre, where traffic is generally light - but also increase it on the city's outer edges, where traffic tends to be heavier. Cars will be affected, vans and lorries not.
