I’ve witnessed this issue the last 2 cods but it was never a large enough issue hence why I don’t think they bothered to address it (frustrating) This time around tho it’s much worse and seems to be effecting an even larger number of players than before so hopefully they fix it!
BO3 was plagued the worst with it for years due to it's popularity because of the mod support, and whilst BO3 did receive a patch after years of people begging and Activision not giving a shit, it was bypassed after a week, and Activision refused to do anything about it again.

Activision has acknowledged the issues with MW3, Warzone, and Ranked Play. Updates to come.
With the servers currently broken in Call of Duty across MW3 MP and Warzone, it does appear that SBMM is also not working properly - and matchmaking is much more relaxed and easier right now. No updates yet on when the it’ll be fixed. Player progression will restore once fixed.
