The software is a device that is used to accomplish a task. Thus, it is a tool by definition. You are anthropomorphizing what is essentially an advanced algorithmic fill tool. It is not a individual making its own creative decisions. So, once again, your premise is flawed.

No people that make programs with code and get results regardless of the means are programming. They may not be manually coding, but they're making programs and or making programs work using programming languages hence programming.
A program is a series of interwoven loops that tell a CPU what to do to memory. C+libc doesn't try to hide that.
My software development philosophy is simple I'm against anything that takes power away from users. Or spies on the user, tracks the user or profiles the user So we build software that doesn't do any of that, and we only use tools to build our software that don't do that either
