So NYPD released this video to show that it acted properly in stopping city council member Not sure it shows that. But what it definitely shows is the NYPD's selective release. The NYPD aired with video within 24 hours But it often *never* releases footage of police shootings

The law provides for the allowable amount of tint. The only way to measure it is to use a tint meter. None of that noted in the vehicle report, a form that is fillable on dept smartphones and tablets.
Excessive tint is a violation of the vehicle traffic law. When officers stop a vehicle with this type of violation, as the video of the incident involving Council member Salaam shows, it creates a safety hazard by obstructing the new inside the vehicle. 1 of 2
So basically. NYPD officers *CAN* fill out paperwork bc it's part of their job. Good to know
