You can’t read too well. In No. 75 Hamilton is arguing that 2/3 of the Senate members present are needed to ratify treaties to counter the caprice of an elected executive. Furthermore, tariffs involve subject/sovereign relationship with the govt since importers pay the taxes.

I’ve read Fed 75 where a pretty robust argument is made that the President needs a lot of mobility to act on foreign issues and concerns.
