Very misleading of you (Again!). Schools can waive the first year, but those teachers must be working toward their certification and get certified by a specified date. Private schools don't have to follow that. You know this! Why do you lie so much?

The top 3 rated state for public education do not have vouchers. They do however fund their schools at a significantly higher rate than Texas who has the second largest economy in the U.S.
