I understand how equalization payments work. What I'm struggling with is how low electricity costs = leaving resources in the ground. I have low electricity costs in Ontario, but I attribute that to being 2 km from a nuclear plant.
This is not a minor offense. Thousands of people were in that building. Causing a false panic could have led to many injuries. It also can make people dangerously ignore a real alarm and threat. I hope they are charged to the full extent of the law.
