It doesn’t. But we can acknowledge that her one crime was committed a generation in the past, and she has been living a seemingly faultless life since then, including checking in with the government consistently. And in a fair and just society, that ought to count for something.

That is still 15 years past the statute of limitations and they could not be criminally charged for illegal entry. That is the same as anyone who commits most low-level federal crimes; they would be perfectly safe publicly admitting what they did once 5 years had passed.
What about just walked across the border 20 years ago and no one has noticed and no contact with immigration authorities? Assume they admit to it at an open borders rally or something put on by CATO. What's the statute for that?
That is not really true. She got into trouble when she was a college student at age 20. While before then as a teen she could have applied for citizenship, she was likely too busy with college to make it a priority. After that, it was too late; since 2004 she’s not been able to.
Poor Ms. Tran had ample opportunity to do the right thing and get her citizenship. This is on her.

There is for the criminal charge, yes; five years. You can be removable indefinitely but can only be charged with the crime of illegal entry up to five years after the entry.
That is objectively not true; I cannot think of a single theft offense which would still be chargeable 21 years after it was committed, if the person was never caught. Only murder, rape, and other very serious crimes don’t have statutes of limitations. Theft is not one of them.

So you apparently didn’t read any of the facts. She came here as a kid on a green card, she never entered illegally. And yes, I think the length of time that someone has been living here should make a difference (and legally, it does for several forms of relief from removal).

I have said many times (including under oath in Congress) that I support deportations when people commit heinous crimes. But what possible purpose does it serve to deport someone for something they did decades in the past, especially after 21 years of good behavior?
Many people are shocked to learn that there's no statute of limitations on immigration offenses. My very first client in 2014 when I started practicing was a guy with a green card that DHS was seeking to deport because of a conviction from 1988 — an offense 26 years in the past!
