Wrong. The tariffs raised $134B for the Treasury through Dec 14. If they're illegal, that is what would be refunded. Promised foreign investments would go to the private sector, not the Treasury—and most are still just promises. There's nothing for the government to pay back.
That bad faith actors will always try to hijack legitimate protest movements. A tale as old as time. Neo-Nazis have literally been trying to do this with the Palestinian liberation movement. Does that undermine the credibility of the movement and the legitimacy of its demands?
