This entire paper is absolutely divorced from any practical reality, but this table (of made-up hypothetical costs) is what made me finally spit-take my tea.
Truly, you don't have to be a privacy advocate to see that this whole thing is nonsense, if you have done ANY client compliance work, you know that these cost differences are pure fiction.
