It’s more likely the official rules provide guidance for a course/event to create a local rule providing relief from divots. There will never be a “divot rule” but it doesn’t preclude players getting relief from divots as the standard in golf one day.
Should you, yes. Will you, never. Golf is too much of a tradition sport. At least at a professional level, you’d have to throw away the record book pre-divot era and post divot era. Every person‘s career post any sort of change would have to to have an asterisk on it.
