We ended up resolving this. All it took was months more of phone calls to get the one support person who actually knew what we needed, which was what we requested all along: domain verification. This is the work NetComm does for its customers: we don't give up on you!

Unsurprisingly, @MicrosoftHelps was not able to aid us in resolving this issue for our customer. Looks like we'll have to continue to document this on here while we continue to try and find someone at Microsoft that is able and willing to help us achieve an actual solution.
