Ok, I ran a test and looks like the semi-colons are ignored by gcc. Left side shows a comparison of the the assembly/machine code for both programs. Right shows the Makefile. objdump was used to produce the disassembly content.
For sure, I wrote a python script that generates 1 million semi-colons, then ran through the same process. The disassembly came out the same as the one with just spaces and as you can see in the terminal, the timing is identical too.
