Why "target condition" instead of "target"? Outcome targets eg. 'weigh 160 pounds' can't be achieved directly. Work on the operating attributes – the conditions – that generate the outcome. Specify a desired outcome AND the operating pattern you predict will generate the outcome.

Here's an interesting perspective for the Lean community to consider. Maybe A3, PDCA, etc. are not problem solving methods, but practice methods for mindset and skill development. The point is not the methods, but the scientific response habits that practicing them develops.
