The last closing argument: San Francisco had nearly eliminated heroin overdoses through innovative treatment programs led by folks like Dr. Phillip Coffin. All this changed once pharmacies like Walgreens started flooding our streets with opioids.

There is not a single good reason to not move SF's municipal elections to even years.
This isn’t possible. Dealers wake up each morning and check who the current District Attorney is. If the DA is a progressive reformer like Chesa Boudin they hit the streets and do crimes, otherwise they go back to bed or enroll in full stack developer courses.
