I agree. I've no issue directing people to help & web in a useful way. My issue is with "unusually high call volume" messages which are always on. By definition the situation isn't unusual It also potentially breaches financial firms Consumer Duty if they're lying to customers.

It may be controversial but having run a large scale tech support operation the more people we employed and made it easier for people to call the less they bothered to read the manual which answered over 50% of the calls we got. Lack of self help pushed costs up for everyone
