CDL Renewals (and even regular licenses) have never involved a written test, and were never based on your voter handbook. Maybe in Russia, but not here.
California does not require the written test any longer.. I know because I had to renew my license. I read my voter handbook.. showed up.. but all I had to do was pass an eye test.. and we know why.. it's the illegal's.
