Why would the republicans change tact and start encouraging a fragmentation of voting like this? Most mysterious. On an unrelated note, that film Civil War is very good, though quite far fetched

Unclear whether there's any partisan advantage to this, if there is it's difficult to glean anyway. What's certainly true is that the Republicans have started to encourage early voting, whereas before they largely eschewed it, so that definitely seems to be part of the shift.
