This quote says it all. Teachers who learn how to teach the bottom 20% to read possess skills that make them better teaching the other 80%. Thank you Joe Torgesen.

“We will never teach all our students to read if we do not teach our students who have the greatest difficulties to read. Another way to say this is: ‘Getting to 100% requires going through the bottom 20%.’” (Torgesen, 2005).
