Yes, Israel always says they don't have a "partner for peace," but that's because they've made sure they don't have one. They do not want a unified Palestine under one leadership.
Israel is blocking the release of Palestinian leader Marwan Barghouti for an obvious reason. Barghouti is hugely popular, and would defeat both Hamas and the Fatah establishment. Israel fears a unifying, progressive Palestinian leader.
