Bro read CVC§360 and thinks that the definition of highway there is literal and ignored CVC§21115 entirely that points out that only certain roads have speed or capability minimums. The Fiat would be 100% legal on all surface streets, and even the freeways if it can do 55mph+.

It literally has an electronic speed limiter. It’s only limited to “28mph” because its limiter is set using kmh. So obviously if it were brought here they’d tweak that single variable down to 25mph
