I don't write vanilla CSS. I write scss, usually. less in some legacy projects. And Post CSS in some others. But my team and I write our own abstracts, and the minimum possible logic to apply classes from the backend or dynamically swap them if necessary.

Great, I agree with you frameworks sometimes do carry around unnecessary css rules that end up hurting your product but on the other hand they can be quick just throw in some of the link tags in the head and you are ready to go.
