It depends on the mission. Starlink satellites are very close to parity of cost to build vs launch. And SpaceX is building them faster than they can launch them, in spite of launching more frequently than any other provider. Starship must fly to make Starlink constellation viable
That is correct. Launch is rarely more than 10% of the total cost of a space system. This is a major contributor to the current lack of elasticity in the market.
