comparing compiled languages to interpreted ones in term of runtime speed is a silly comparison i guess!
Faster in what context? Development speed or execution? The answer will vary depending on the context.
It takes 10,000 lines of code in C to do what Python can in 400. So… best guess, Python is faster by at least an hour or more depending on your skill levels
C++ have execution fast than python. But, Python fast here because python 2nd loop range(0, 4). But in c++ until N. So, Python winner here

Yes of course because one is compiled (C++) and the other {Python} is interpreted.
Python will win (for large N), look at the number of iterations in internal cycle. And this depends on the user input.
Second one run at n while the first one n^2. So second one is faster.
