Well I hope nobody I know gets this gentleman as an observer!!!!
I would suggest that he should not be observing if he cannot deal with the basics such as overtaking. Makes you wonder how he coped on test with this defect? I have had a few who struggle with overtakes on test, but fortunately not many over the past 35 years as an examiner
