In the upcoming auction, the gaming opportunities are real. To avoid this, the simplest way to fix that is 1 reserve, 1 trigger.

AT&T & Verizon will try to "hack" the rules of the spectrum auction to limit access to the reserve. -@haroldfeld
The whole point of the reserve is to ensure that competitive carriers get spectrum. But Verizon/AT&T want to stop it from being triggered.

What's the spectrum reserve? A portion of the upcoming auction set aside for smaller carriers to bid on to protect wireless competition.
