Why did Waitrose allow an autistic person to be exploited for four years of unpaid work in the first place?

It surely can't be legal for employers to treat a worker as being on Work Experience for this length on time? He should be entitled to at least the Minimum Wage and Benefits assuming he fulfils age requirements.
