Thanks for replying. Based on the spec you've provided the bike is not considered to be a motor vehicle. Therefore, it's not required to be registered, pay road tax or be insured as a motor vehicle. The rider doesn't need a driving licence either. I hope this helps. - Rob
Watch this video and tell me how it's OK to use your phone behind the wheel. Being caught stationary is a co-incidence, not a defence. Many stationary drivers also use their phones when moving.
