That reg is naive - he/ she is entitled to leave and the consultant should insist it be taken - patients need refreshed rested doctors ... by not taking leave - they are colluding with a system ... the consultant must cut back clinics for leave if no locum and stop colluding
As appalling, as it is abusive. I am unaware of any admin. or politicians missing their annual leave, whether there's cover or not ( not that they should).

If you were in Ireland there would be government spies ... government had doctors under surveillance in Ireland to. Try to find evidence to avoid paying them their full salary

Did you not get the memo? Consultants can't be trusted and always the baddies in every story. Full stop. And therefore the state can do what it likes. I think that's the message us foreign based docs looking at home are supposed to get.
