Excellent pithy explanation by Karl here - also decision challenged still an act of the executive, which is reviewable, pursuant to a statutory power even though supported by a vote in parliament.

Put simply, JR’s are a challenge to the way in which a decision has been made, rather than the rights and wrongs of the conclusion reached.

Reform’s newest MP has backed scrapping the NHS and replacing it with private insurance, saying that the healthcare system needs to be more “efficient”. Andrew Rosindell, told the BBC that he endored a plan previously backed by his new boss Nigel Farage to privatise the NHS.
