Good revenue collection models are a product of good governance. Emfuleni Municipality has more industry and wealthy taxpayers than Midvaal Municipality next door. Guess which one is a corrupt, filthy shambles?
Municipalities are made by the strength of their revenue collection models and thus service delivery can happen smoothly. There is no way we can compare DA municipalities to ANC municipalities.
Therein lies the problem: good on paper, but problematic in implementation. I've long said the ANC, as a broad church, will be its downfall because the needs of everyone in that congregation must be met. In 2025, that's no longer possible, hence the decline.
