Wow it's taking Apple a long time to repair and fix and patch stuff up for their Dev Center and Apple is updating and rebuilding.
Till Apple gets their site back up then they will release IOS 7 Beta 4
Ibrahim Balic is the one who Hacked Apple everyone should blame him 100% that's the reason IOS 7 Beta 4 wasn't getting released btw.
