I understand. But in BO2 with pick-10, Ghosts with its point system, and AW with pick-13, nobody had any problem spending 1 point to use it. BO3 and IW did away with flinch. Everyone using Primed may be a bad meta, but a game where EVERYONE has flinch is undoubtedly worse.
