If you have seen pictures of Canberra, Brasilia, or Washington DC, you'd get what I mean. When a new city is built & then designated as a capital, it won't assume the economic characteristics of the old capital, simply because the old capital was large before they're a capital
This is why some people's pro-IKN arguments are flawed, they get the cause-and-effect wrong. You can't turn a random town into Jakarta by building some gov't facilities & designating it as your capital. That place isn't surrounded by much industry & it's not even a trading port

Some cities are capitals exactly because they're economic centers, not the other way round. If you designate any new city as a capital, it won't become an economic center by its own, especially when they're far away from major ports & industrial bases
