To Kemp: verb, to judge first and justify second; to pick, choose, rearrange, misrepresent, misinterpret, misquote, even to fabricate evidence and/or citations & precedents to justify a judgement made a priori to evidence and argument.
“To do a Kemp” or simply “to Kemp” verb to use invented quotations, elisions, and misrepresentations of scientific findings in order to bolster the plausibility of a predetermined conclusion that is incompatible with the facts.
