Much criticism of Government's 'confused' messaging. I doubt it is confused. Seems to me a repeat of Vote Leave messaging c. 2015. Tell people what they want to hear and diffuse accountability for what happens next. It's not confused, it's cynical.
Theory is when one knows everything but nothing works. Practice is when everything works but no one knows why. In real life, theory and practice often go together: Nothing works and no one knows why.
