With HB 2127 passage, I sincerely think TX municipal level organizations and their council allies have got to learn to think in terms of David Harvey’s Rebel Cities. More like Syntagma Square, Tahrir Square, Gezi Park.
HB 2127 is a wolf in sheep's clothing. It’s disguised as a measure for consistency when, in reality, it seeks to undermine local governance. The state has FAILED to fulfill its responsibility to govern, leaving municipalities to address crucial public policies. (1/3)
I know from personal experience this won’t work. In San Antonio, the city manager/attorney decide what’s negotiated, then city council members either give a green or red light. To give underserved communities power, we should let them (not council members) vote on final contracts
