Pro bike thieves don't operate in the open; warrantless police searches of homeless ppl & impounding things doesn't touch the base problem.
US policing has horrific escalation/violence issue; pushing discretionary intervention when no crime/danger is evident is big part of that.
I don't support "sit/lie", I don't support asset forfeiture, and I can't see a lot of daylight between those and the bike chop shop law.
Bike theft makes me furious, and on-street bike chop shops are angering and depressing, but IMO the proposal goes the wrong way.
