Distribution by district (esp smaller districts) forces the persuasion to a broader population. (Vs just campaigning in large cities.) Also would raise profile of Congress rep which the really the really broken aspect of our system right now.
Congressional districts feel too easy to stack the deck as opposed to a popular vote by state. Popular vote by state also means that each vote counts the same within a state and helps create parity between the value of small state votes and large state votes.
I’d argue awarding electoral college by congressional district would be better. While we are at it though a simple and Constitutional change would be to enlarge congress with population as was initially intended. This is also best proposal to address gerrymandering.
Neither student debt nor the electoral college needs a radical solution. Here is a simple solution for each: Student debt - make it forgivable in bankruptcy which will force the market to price correctly Electoral college - make votes proportional to each state's popular vote
