My total agreeance with @Apple if #TRAI is trying to stop spam then they can force telcos to remove spoofing and hiding numbers, or not let the call through on their lines. It's much simpler than controlling every phone and contacts. What about tourists and visitors?
If the phones do not go flat while waiting at airports or during a flight, they could work at @Apple intents as #passports and if they don't get stolen too. How about starting with local ids.
