Fun fact, Expo *did* attempt to extend support to Flutter. In 2019, Expo made an adapter for Flutter, which allowed Flutter to run Unimodules – it was originally conceived as a cross-ecosystem native modules standard. Sadly, there was a lack of interest from the Flutter side.

What's new? JIT usage has always been disabled in JavaScriptCore (at least on iOS) and disallowed from usage on the App Store. But as React Native TurboModules are runtime-agnostic, and by default plug into Hermes which compiles ahead-of-time, it's a non-issue in practice.
