5:52AM TAKE SHELER: Carrollton's warning sirens have been activated. The National Weather Service has issued a severe thunderstorm warning for Carrollton until 6:30am that has the rare tag of “80 mph destructive winds.”

States should stop allocating electoral votes on a winner-take-all basis. This requires no constitutional amendment. It would retain and strengthen the Electoral College while better aligning it with the popular vote, and it would better reflect independent and third-party votes.
